Together, each and every employee within CUPE 46 make up the union and give us our strength. We are stronger when we stand together!
The President, Vice-President, Treasurer, and Recording Secretary make up the table officers. They handle the daily operations within the union.
Executive Members help with union duties as directed by the table officers, offer guidance and answer union related questions on the job site. They may actively participate in investigations, management and grievance meetings as required. Executive Members and Executive Stewards are also responsible for reporting to the Executive and General Membership Meetings on activities within their membership/department.
Shop Stewards are available on the worksite to offer guidance and to answer union related questions. Stewards may represent the union in departmental meetings. They may conduct an orientation of new members within their department. Stewards may also process grievances within their department with an Executive Officer or their respective Executive Steward.

My name is Jason Fenske and I am your current CUPE Local 46 President.
I started working for the City of Medicine Hat in November of 2004 as a Millwright/Pump Operator for what was then called Water and Sewer Dept.
We had moved to Medicine Hat area because it was such a beautiful and clean City. Parks were green and manicured, streets were always clean, there were flowers and flower beds all over City properties, weather was beautiful, and the City was vibrant. There were care homes, retirement villas, libraries, museums, concert venues, and affordable housing. We had family and friends in Redcliff which was also clean and vibrant. Neither location was too big for a Saskatchewan country boy to adapt to, but they were big enough to supply more than any person could ever want in a city. Taxes and utilities were low then, and we had an advantage of being the Gas City.
Of course, some things have changed over the years, the gas fields are mostly sold off, some of the advantages are gone, budgets have changed the services we can provide, but we still have beautiful communities. I am proud of how CUPE members keep trying to do more with less to keep Medicine Hat and Redcliff beautiful and functional. Both inside and outside workers continue to serve the public every day and make our communities great places to live.
The pension was the main reason I took the job, I had seen many in my family try to retire with limited means and we wanted better than that. When I got my first pay stub, I saw the union dues deductions and decided to find out where that was going. I attended my first Union meeting in January 2005. I had also been hired into a position that was undergoing a JJEC review so wanted to ask what that process involved. Everyone was welcoming and I decided to attend all the meetings I could as I learned quickly that this was where many decisions were made that would affect me and my career.
By the time September 2005 rolled around I was comfortable asking questions and speaking at meetings. I was nominated for the Executive and elected in April 2005.
I have held many positions in CUPE Local 46 over the years and have learned something from all of them. I was the Treasurer for the Alberta Municipal Employees Committee for 18 years, and I sit on the CUPE Alberta Division Executive.
I spent many years learning the roles, building relationships, and networking before I decided it was time to run as the President of CUPE Local 46 and have been serving members in this role full-time since April 2022.

Hi everyone! I’m Cori Topliffe, Vice President of CUPE Local 46. I have been employed with the City of Medicine Hat since 2009, working as a 911 Communications Operator, and in 2024 I moved into my current role as an Operations Supervisor within 911.
I first became involved with CUPE 46 because I wanted to understand how our union dues were being used and to have a voice in matters that impact our Collective Agreement. I was elected Vice President in April 2022, and although the role has come with a significant learning curve, I’ve genuinely enjoyed every moment and remain committed to supporting our members.
I also serve on the Joint Job Evaluation Committee (JJEC), one of several committees within our local. The JJEC includes representatives from both the inside and outside worker groups, Labour Relations, and a department manager. Together, we evaluate job descriptions and wage placements for most unionized positions within the City of Medicine Hat.
Outside of work and union responsibilities, I’m passionate about the outdoors. If I’m not in the 911 centre or the union office, you can usually find me outside biking, hiking or fishing.

My name is Danielle Ellerman, and I proudly serve as the Secretary Treasurer for Local 46.
I have called Medicine Hat home for most of my life. My journey began at 19 when I started working as a lifeguard, a role that sparked my passion for aquatic services. Today, I am the Aquatic Coordinator, overseeing five facilities and leading a team of up to fifty lifeguards.
My union involvement started in 2017 as a Steward, later expanding to the Executive Committee, and in April 2025 I was elected Secretary Treasurer. Beyond Local 46, I am actively engaged with the Medicine Hat District Labour Council and the Southern Alberta District Council.
Being part of the union has helped me grow as an individual, develop new skills, and embrace opportunities I never imagined. I am deeply grateful for the support, mentorship, and solidarity that the union has provided throughout my journey.

My name is Karla Gaetz, and I am currently the Recording Secretary for Local 46.
I was born and raised in Medicine Hat and began working at the Medicine Hat Public Library at the age of 15. Nearly two decades later, I’m still there and have held a variety of roles. I am currently in a Youth Library Assistant position, which means I get to work with children ages 0–12, running fun programs and working at the service desks. I truly love working at the library and engaging with our community every day.
I became a Steward in 2022 and then your Recording Secretary in 2023. Since then, I’ve also joined ALEC (Alberta Library Employees Committee) and the Social Committee. Being active in the union has helped me develop new skills, explore new opportunities, and build strong connections. I’m grateful for the trust you’ve placed in me and hope to continue serving you well.
On a personal note, I (obviously!) enjoy reading, but I also love the outdoors and spending as much time camping, being in the mountains, or relaxing beach as possible. There’s nothing a little fresh air can’t fix.

Hi, I’m Jason Schneider. I grew up just outside Medicine Hat and have spent the last 25 years working in the City’s Environmental Utilities Department. For the past four years, I’ve also been involved with CUPE 46, and it’s been a great experience being part of the team.

I have been with the City of Medicine Hat’s Recreation Department since 2007, focusing on aquatic services. I have also served as a shop steward for three years.

My name is Alana Johnston and I have been working at Medicine Hat community housing society as an administrative support for facility operations since 2019. My partner and I,have one child and own/run a landscaping company. I love the outdoors, books and family time!
